Valleyview introducing Cost Recovery Model for utilities

Valleyview Moving to Utility Cost Recovery Model in 2026
 
Starting January 1, 2026, the Town of Valleyview will implement a cost recovery model for water, sewer, waste, and recycling services. The objective of this change means users will pay rates that more accurately reflect the true cost of service, reducing reliance on property taxes.
 
Why the change?

According to the Town, currently, some residents pay less than it costs to provide utility services, with the difference covered by general tax revenue. The updated model is designed to:
  • Keep services reliable without using tax dollars
  • Encourage water conservation and responsible waste management
  • Ensure fairness, with high-use customers paying more 
New Infrastructure Replacement Fee
 
Also beginning in January 2026, the Town will introduce a phased Infrastructure Replacement Fee to support long-term maintenance of water, sewer, and drainage systems.
 
Monthly Fee Breakdown (Full amount by 2029):
  • Water: $14.79
  • Sewer: $9.25
  • Drainage: $9.35
Total by 2029: $33.39/month
The fee will be phased in over four years, starting at $8.35/month in 2026, gradually increasing each year.
These collected funds will go directly into maintaining and replacing underground infrastructure, helping prevent sudden tax hikes or emergency repairs.
