Procedural Bylaw 718
Council reviewed Procedural Bylaw 718, which outlines the procedures for Village of Berwyn Council meetings, including rules for scheduling, the conduct of Council members, and public participation. Changes to the policy include reducing council meetings from two per month to one (to be held on the second Thursday at 6 pm) and decreasing the delegation allotment time from 30 minutes to 15 minutes. These changes will reduce costs and increase efficiencies. Council requested Administration to make the necessary amendments and bring the bylaw back to the November 28, 2024, Council Meeting for final approval.
Letter to Alberta Environment and Protected Areas
Council reviewed and approved a letter of support addressed to Alberta Environment and Protected Areas (AEPA) from the Village of Berwyn, requesting an expedited and favorable resolution for a concerned resident regarding historical land issues.
Lac Cardinal Regional Economic Development Letter of Support
Council reviewed information from the Lac Cardinal Regional Economic Development Board (LCREDB) about the two-year Enabling Housing Choice North Project, which aims to address barriers to diverse housing development. Council expressed support for the initiative and directed Administration to draft a letter of support and the CAO will work with the EDO of the LCREDB to complete the application portion pertaining to the Village of Berwyn.
2025 Grant Funding Opportunities
Council directed Administration to provide a list of grant funding opportunities available to the Village of Berwyn in 2025 for Council’s review.
Berwyn Arena
Due to a lack of response from the Arena Society regarding the Berwyn Arena, Council directed Administration to engage a realtor to list the Berwyn Arena for sale.
Peace Regional Subdivision and Development Appeal Board
The Village of Berwyn Council made a motion to reappoint members and the clerk to the Peace Regional Subdivision and Development Appeal Board. Appointments are made annually by the Council of all member municipalities for a three-year term.
Fees, Rates, and Penalties Bylaw 719
Council approved Bylaw 719, Fees, Rates, and Penalties, which consolidates and formalizes the fees, rates, charges, and penalties for services provided by the Village of Berwyn.
Utility Bylaw 720
Council reviewed and noted amendments required for Utility Bylaw 720, which outlines the process for administering utility accounts, water services, disconnections and reconnections, sewer, and garbage services. Council will review the amended bylaw at their November 28, 2024, Council Meeting.
